Bruce Smith

Director of Forecasting & Planning, ADWEC

Bruce joined the ADWEA Group of Companies in 2004 as Regulation and Performance Manager to TRANSCO.  In 2009 he moved to the corporate holding company (ADWEA) as Business Advisor and in June 2014 became  Advisor to the Managing Director of  Abu Dhabi Water and Electricity Company (ADWEC).  In 2015 he also became the acting Director of Planning and Forecasting.

ADWEC is the ‘Single Buyer’ of water and electricity and is responsible for planning the required future generation and desalination capacity  for the Emirate as well as for procuring  fuel.  Established as a regulated entity in 1999 when the sector was vertically unbundled, ADWEC is currently undergoing a dramatic period of change as its roles widen to include the procurement of capacity from new and alternative sources such as nuclear, solar and reverse osmosis, the direct sale of power and water to large customers outside of Abu Dhabi and a strong push to enhance the capabilities of the UAE National workforce.

Bruce’s roles include leading the development of the sector’s water and power generation expansion plans, leading ADWEC’s restructuring program and support to the regulatory price control process. He also acts as a key interface point with a range of government and private sector parties and stakeholders.

Whilst working in the Planning and Development Directorate of ADWEA Bruce had specific responsibility for energy efficiency and renewable energy.  In the field of energy efficiency he chaired ADWEA’s Demand Side Management Committee and was ADWEA’s representative on the cross sector DSM working group in Abu Dhabi developing a range of strategy options to support a comprehensive cooling plan as part of an overall Energy Efficiency framework for the emirate.

In the renewable energy field ADWEA plays a critical role in linking existing and new network capacity to the renewable energy projects currently being developed by Masdar.  Bruce chaired the regular cross sector coordination and program delivery meetings that take place between the various stakeholders aimed at ensuring effective delivery and integration of these projects into the ADWEA grid.  He has also contributed to various policy advisory papers in both renewable energy and energy efficiency.

Before joining ADWEA, Bruce worked as a director of Ewan Associates, a UK based consultancy specializing in supporting planning, performance and risk management within the power and water sector.  He started his career in the utility sector as an Operations Manager with Anglian Water.
